Fight at Mantin College

Dear House Owner,

We have a bad experiance at one of the colleges near our lovely Sri Palma Villa. As you know, we have some African student staying at our SPV and we do feel very worried that the attackers may attack them in our compound. We need to step-up our security but unfortunately, the employment of the contractual security is in process and will only be at site on June 10. Meantime, JMB is organising and will pay some of the resident at SPV to be a night patrol. Any resident or house owner who wish to be part of this patroling group, do communicate with Mr. Shafik, the JMB representative for Blok 3.

Cops prevent fight at Mantin college

SEREMBAN: Two groups of college students armed with baseballs bats, iron rods and sticks almost clashed with each other before police stepped in and calmed the situation on Wednesday night.
It is learnt that a group of 20 to 30 local students from the college in Mantin, unhappy over foreigners dating local girls, had assaulted three African students over the issue.


One of the Africans suffered a broken arm while two others received outpatient treatment.
On learning of the assault, students from several African countries armed with bats and rods, gathered in numbers outside their hostel at a housing estate near the college to confront local students.

Following the commotion, several local students and residents of the housing estate, armed with sticks, also began gathering near the hostel.

The groups refused to disperse even after repeated calls by the police, who were called to the scene by college authorities, and attempts by the college management to pacify them.
Some members of the groups began turning aggressive when told to return to their rooms. The guardhouse of the hostel and several cars in the vicinity were damaged in the commotion.
However, a police team led by district deputy chief Supt Azmi Abu Kassim finally managed to calm the situation after a meeting with representatives of the foreign students and the hostel management at 2.30am yesterday.

Negri Sembilan police chief Senior Asst Comm I Datuk Osman Salleh said police had not arrested anyone, as investigations were still going on.

“We are look for the culprits who started the mess between the African and local students,” he said, adding that the case has been classified as rioting under section 148 of the Penal Code.

He said patrols in the area and college would be stepped up.

About 15% of the college’s 3,500 students are foreigners.

Meeting with Dataran Mantin...


Dear house owners,

So we have a meeting with Dataran Mantin today and we was given a letter in response to many of our letters to them. One of the interesting contents in their letter is the advance payment that they have received from some of the good purchasers/house owners. As Dataran Mantin usually issue an invoice for six month in advance for the maintenance fee, sinking fund, etc., some of the purchasers do pay all as in the invoice. I was told that some purchasers have paid up to August 2008.

We were told before that they will refund or transfer the fees they have collected from 1st. April 2008 back to the purchaser or to JMB as the cutoff date is 31st. March 2008. But in the letter, they specified that they WILL NOT REFUND or issue to JMB such advance payments made by purchasers for the reason that the amount collected from purchasers so far is not sufficient to cover expenses incurred by them for the maintenance and management on this particular project.

I hereby request to all purchasers who have made the extra payment, to sent a letter to Dataran Mantin, demanding for a refund or transfer the money to JMB account in within 14 days as JMB have taking over the maintenance and management of Sri Palma Villa starting from 1st. April 2008. Please copy us on your letter to Dataran Mantin. Should they don't reply or no response from them in within 14 days, please do make a police report for further investigation and action. JMB is looking for a lawyer to look into this matter, should any of you is a lawyer, do contact me and let me know your company name, address and contact number. Should you be the one who have paid in advance and need help from JMB, please email us at jsai-my@streamyx.com as soon as possible.

Security - As most of you have already known, there is no security personnel at our Sri Palma Villa area. The reason for this is that the security company was not being paid by Dataran Mantin so they left the site and guardhouse unattended. As we are in the process of taking over, money is our main problem. We received no money from Dataran Mantin, not even the sinking fund. However, thanks to some of the good purchasers/house owners, we managed to collect several thousand which is enough to start with our own contractual security. The security representative will be at site on Wednesday (May 28, 2008) to explore the area and will provide us with his proposal ASAP. Should everything is in order, we will have our own contractual security as early as first week in June 2008. For a start, we request to have at least four security personnel to be at Sri Palma Villa at all time.

Lifts - We would like to take over this maintenance ASAP as the service by the lift contractor employed by Dataran Mantin fail to rectified four lifts, one in every block. Meaning that there is only one lift functioning in every block. This is totally unaccepted as the one lift can fail at any time and we do have some pregnant lady on the top floor. I'm sure that all of you can think the reasons behind this unsatisfying services. However, Dataran Mantin cannot simply terminate their contract with the lift contractor which in the contract have specified that they should be issued with a three months notice to terminate the contract or pay three months service charges in replace the three months notice. JMB is looking into this whether we can take over this contract or not. It all depends on the term and condition of the contract and what are they (the lift contactor) proposing.

Landscaping - already be terminated and we need to look into this when we have the money.

Cleaners - as above, have already be terminated.

Swimming Pools - same, services have been terminated by Dataran Mantin. JMB like to advice to all house owners and tenant to not to swim in the pools. The water quality is not good for your health. JMB is looking for a contractor to clean the pools and service the filter and pump. Meantime, please stay away from the pools until further notice.

Chargeman - JMB was told today that we do have two generator sets to backup power for the lifts. As this only can be handle by a license chargeman, JMB is looking for a company who can provide their chargeman service to monthly test the generators and to comply with whatever building code requirements.

How much have we collected...

Dear House Owner,

Our beautiful landscape is getting worst everyday.... our pools are full of algae... there is no security at site... Kak Nor husband and his friend is patrolling the area at night... in the darkness... he also do the repairing of some electrical works in the lift and common lighting.

JMB still in process of collecting the MMC (Maintenance and Management Charge) from all house owner. Today is May 26, 2008 and we just bank-in into our JMB account around RM11,000 for collection from May 15. Not very impressive, perhaps many house owner still waiting for their salary to pay the MMC.

Receipt for all payment will be issued in the first week of June which will be together with the invoice for June MMC and also water bills. Separate water bills also will be issued and be placed in the letter box, just in case the tenant are suppose to pay it. As we still have no office at site, I will try to talk with Kak Nor (the shop owner at Block V3) to help us to collect the water bills payments.

For those who wanted to pay directly into our account, the account number is Maybank 5-05082-01155-6 with the name as "Perbadanan Pengurusan Bersama Sri Palma". Write your name and unit number on the bank-in slip and fax it to 03-78467762 for us to update your record. Please post the original to us as proof of payment from you and we will issue you the receipt.

As the elected Chairman, I'm worried to see with this kind of responses. No money means nothing much I can do to make our lovely and luxuries condominium to be backed in shape. We need to maintain the lifts ASAP, we need to have our security back, we need to clean the pools, we need to have cleaners to clear all leftover rubbish, and lots-lots of work need to be done and with what we have now, I'm not sure what I can do to make everybody happy.

JMB is all of us. JMB is not me or my committee. It is you, me, and all of the house owners. We should have only one voice and one target and that is to make our condominium to its tip top condition. This will place it to a higher standard with higher market value.

By June, we will start collecting June MMC. Four more months to go with RM150/month. In September 2008, we will have our Extraordinary General Meeting (EGM) where we will discuss on what to do with the MMC value/figure, to raise it or to lower it and it is all up to us to decide.

We also need to discuss on what to do with the rest of the house owner who decided not to pay the monthly MMC just becauce they hate Dataran Mantin Sdn. Bhd. so much. It is all in the power of the JMB, together we stand and be proud of what have and will achieved in the future.

Perbadanan Pengurusan Bersama Sri Palma Villa Blok 1, 2, 3 & 6

Salam sejahtera,

Akhirnya, persetujuan daripada Suruhanjaya Bangunan (COB - Commissioner of Building) bagi penubuhan JMB ini diterima pada 7 Mei 2008. Ini bermakna, Perbadanan Pengurusan Bersama (JMB - Joint Management Body) ini telah disahkan penubuhannya dan kini boleh menjalankan tugas mereka yang pertama, iaitu mengumpul dana dari semua pemilik unit di Sri Palma Villa Blok 1, 2, 3 dan 6 (SPV 1236).

Surat dan inbois untuk Caj Penyenggaraan dan Pengurusan (MMC - Maintenance and Management Charge) sedang dicetak dan akan mula diposkan kepada semua 980 pemilik unit di SPV 1236 pada 13 May 2008. Sepertimana yang dipersetujui di Mesyuarat JMB pada 20 April 2008, bayaran MMC adalah sebanyak RM150.00 untuk sebulan dan kadar ini adalah untuk selama enam bulan sahaja. Kadar baru selepas itu akan ditetapkan dalam Mesyuarat EGM yang akan diadakan pada bulan September 2008.

Memandangkan JMB ini hanya disahkan pada minggu lepas, inbois yang dikemukakan ini adalah untuk kutipan MMC bulan April dan Mei 2008 iaitu berjumlah RM300.00.

Untuk makluman, "Building Fire Insurance, Public Liability dan All Risk Insurance" telah tamat pada awal tahun ini, JMB tiada pilihan selain daripada mengadakan insuran ini untuk keselamatan dan kesejahteraan pemilik rumah. Premium untuk ketiga-tiga insuran ini adalah tinggi hingga melebihi RM75,000.00 setahun. Kos ini akan ditanggung bersama dan setiap unit rumah dikehendaki membayar sebanyak RM77.00 sahaja. Kos ini dimasukan bersama di dalam imbois yang akan diterima dalam beberapa hari ini.

JMB amat berharap agar semua pemilik rumah dapat memberi kerjasama dalam menyegerakan pembayaran MMC dan kos perkongsian premium insuran berkenaan. Ini disebabkan terdapat beberapa peralatan yang perlu dibaikpulih dengan segera seperti lift dan lampu-lampu awam.
